Robert E. Babcock

Robert is a Partner in the Portland office and has been practicing law in the Portland area for more than 40 years. He is widely recognized as one of the nation’s most experienced lawyers in matters relating to the Longshore and Harbor Workers’ Compensation Act and its several extensions.

He has a strong record of effective settlement efforts. When settlements haven’t been reached he’s made appearances before every Administrative Law Judge assigned to the San Francisco office. He is an experienced appellate advocate, and has presented briefing and arguments before the Benefits Review Board, the United States Court of Appeals for the Ninth Circuit, and, on two occasions, the United States Supreme Court.

In addition to defending his clients, he has been a key participant in legislative efforts to amend the LHWCA and the subsequent regulatory processes. His skills and reputation have resulted in roles as an agreed mediator in cases from Seattle to San Diego and as a featured speaker at more than 50 regional and national conferences.

He is an authority in the areas of admiralty and maritime, Longshore, and Harbor Workers’ Compensation Act defense and mediation.
